At a previous gig we used Network General (then Network Associates)  
Sniffer Portable:

It's not cheap by any means, but they do offer DS3, OC-3 and OC-12  
interfaces among others.

If you're looking for DS3 PCI interfaces, there are models like this  
that are marketed by the VoIP vendors:

Looking at the specs, it will do various types of IP and ATM  
transport so it might be worth looking at.

If neither of those are viable options, you could always get yourself  
an ATM switch with two DS3 modules and an OC-3 module.  Connect your  
uplink to one DS3, the router to the other DS3, and purchase an OC-3  
PCI card for your sniffer:

Set up the switch so that the OC-3 is a mirror port for the uplink  
port, and sniff.
