Mark,

I think this behavior was introduced as part of the "BGP Dynamic Update
Peer-Groups" feature
(http://www.cisco.com/univercd/cc/td/doc/product/software/ios120/120newf
t/120limit/120s/120s24/s_bgpdpg.htm).

Once you change the outgoing policy of a neighbor (i.e.
filter-list/dist-list/different route-map, etc.), IOS re-calculates this
peer's group membership and performs a route refresh.
