You don't mention what feature set you're using, or if it's a 7206 or 
7206VXR.  To be sure, you should feed the image name you're using on your 
router into the software advisor on CCO or open a case with the TAC.

A quick, non-exhaustive search showed images with 802.1q tunneling and 
RFC 2364 compliant PPPoA being in the 12.4T (advanced IP services 
w/accelerated broadband features) range, requiring at least 512 
MB of DRAM.  That would mean you'd need at least an NPE-400, or an 
NPE-G1, both of which also require a VXR chassis.

End of sale for the NPE-200 was announced in early 2002 and end of 
software support was announced two years later, so I think the chances of 
getting the functionality you're looking for to run on an NPE-200 are very 
slim.  Support will be terminated for the NPE-200 in January 2007.
