I got following answer from our reseller:

This is a know issue according to the TAC. Found the BUG ID.
No workaround, it only says dont use this IOS.

Conditions:
The problem is observed when Cisco IOS Release 12.2(25)SED is used on the
Catalyst 2970, 3560, 3750 and me-3750 switches. No other Catalyst switches
or IOS Releases are affected.

Workaround:
Do not use Cisco IOS Release 12.2(25)SED. This release will be deferred.
