[c-nsp] rate-limit input on atm subinterfaces?

This is what we do for ratelimiting:

interface ATM1/0.2321 point-to-point
 description name location dslam phone
 ip unnumbered BVI2
 rate-limit input 384000 8000 8000 conform-action transmit exceed-action drop
 rate-limit output 384000 8000 8000 conform-action transmit exceed-action drop
 atm route-bridged ip
 pvc 2/321 
 !

An IP is also routed to the subinterface later on in the config.
