[c-nsp] Unable to add service-policy to FEIP on 7500

I have a 7507 running 12.2(29), which is apparently running dCEF (or, at
least, ip cef distributed is in the configuration). However, it won't
let me enable a service policy on f 0/0 (on a FEIP).

core1.cleveland(config-if)#service-policy output voice-policy
 service-policy is supported only on VIP interfaces with DCEF
enabled

Any suggestions?
