[c-nsp] Cat5500 with RSM QOS

I've inherited an old Cat5500 with a RSP2 module.
I've got it configured with a couple of Vlan interfaces.
I've built a CBWFQ Policy, and when I try to apply it to an interface, I
get the following error message:
"service-policy is supported only on VIP interfaces with DCEF enabled"

Then, when I try to turn on DCEF, I get this message:
"Distributed switching not supported on Vlan1"

Is there any options on a RSP to do CBWFQ?
Or, do I need to stick with QOS on the CatOS?
