[c-nsp] PPP Multilink

Should be. I really perfer seeing people run the latest 12.3 mainline
code for MLPPP as I remember we fixed a lot of bugs mid 12.3 for
mlppp. 12.2(31) for basic MLPPP shold be ok but I can't remember
if we support QOS with it there though.
