[c-nsp] Sub-Interface Support 122.25.SEC 3750

VRF configuration doesnt require an interface to be in routed mode (no
switchport). You can configure VRF for 'interface VLAN' too. 

interface Vlan xxx
 description xxx
 ip vrf forwarding xxx
 ip address x.x.x.x y.y.y.y

Dumb question, but is the interface in switchport access mode?  I seem
to
recall that subinterfaces aren't allowed on "routed" ports.  And VRF
configuration requires that a port be a "routed" (layer 3) port.
