I think it is. A while ago I had one 1841 in my lab where I was testing
few things with MPLS and everything was working normaly on c1841. But
for exact IOS try Cisco Software Advisor at
http://tools.cisco.com/Support/Fusion/FusionHome.do
And it gives you whole list of IOS with requirements (ram and flash)
so it's easy to find right one :)
