Rodney,
I think he was referring to the fact that CCO lists many images available
for download specifically for these cards (i.e. non-kboot images), but that
only one or two will actually fit.
One thing that's not entirely clear to me is:

This URL notes the following:
I/O Controllers
The NPE-400 is supported on the following Cisco 7200 Series I/O controllers:
C7200-I/O
C7200-I/O-FE
The NPE-400 is supported in 12.1(3A)E, 12.1(5)T1, 12.0(14)S, and later
Cisco IOS® releases.
The only 12.0S releases available for download are all too large to fit on
a 4MB card (which actually formats to 3.25MB).
12.0(28d) and 12.0(28c) are the only images available that will fit, and
it's not clear whether they will support the NPE-400 or not.
