[c-nsp] MSFC2 and SNMPv3 w/ AES

    We have a possible need for the "AES and 3-DES Encryption Support
for SNMP Version 3" feature for 6500s with sup2/MSFC2 and 720s.  It
doesn't look like it's supported yet on them, and seems to require
12.4.2T on the routers, according to:

Any idea if/when it'll be in the 12.2SX train for the 6500s?
