[c-nsp] MTU on GigE

Ok, I get the idea: when I increased mtu to 1600, the max ip mtu also
increased to 1600.
So you have a "physical" MTU, and a MTU for each protocol; and no "protocol"
MTU can be higher than the "physical" MTU.
