If you'll check the restrictions section of the configuration guide for
the HIEC at
http://www.cisco.com/en/US/partner/products/sw/iosswrel/ps5207/products_
feature_guide09186a00802c6bb6.html#wp1043334 you'll find this solution
is specifically not supported. There are issues with MAC address that
can cause significant problems.
What you can do though is assign each switchport to a unique VLAN, and
create an SVI for that VLAN. This is effect makes it an extra FE port.
There are many limitations to what an SVI interface can do, but you'll
be able to perform basic routing with it.
All Layer 3 activity is performed by the router CPU. The switch card
itself has no L3 capability.
