Don't use the 4-ESW card if you want a genuine 100meg port.
The 4 or 8 ESW will perform at linerate between the ports, meaning that 
it will switch at full 100meg between the switch ports on the ESW card 
itself. All layer3 traffic has to cross the CPU and is restricted to 
10meg of bandwidth across this path.
