[c-nsp] Throughput - 7204VXR

This is kind of a lie. If you approach anywhere near these PPS numbers,
your box will livelock (where it is so busy servicing interrupts that
it can't do anything else) so you don't get things like the CLI, BGP, OSPF,
and such to work anymore. Which is kind of useless if you are looking
at these traffic volumes...
