[c-nsp] 255 maximum active VCs

I've got a 3640 with a NM-4T1 running IOS 12.2(28.)  I've applied the 512 vp
per vc command, but I still only have 255 maximum VCs to use.  Anyone
understand what is going on here?

ATM2/IMA0 is up, line protocol is up
