I think Crist's goal is to improve the convergence time - rather than
move to another routing protocol which allows that (can't - legacy
equipment), he wants to use HSRP to detect router/link failure before
RIP reconverges.
I tried this with iBGP and 'set next-hop' in the lab a while ago and it
worked a lot better than I expected. Wouldn't use it in production
though.
