I was going to suggest this, but 3750 comref didn't show an equivalent
for controlling flap-values. Checking on a 3550, you can show
flap-values but apparenly not set them. Is there a different
incanation?

#sh ver | inc IOS
Cisco IOS Software, C3550 Software (C3550-IPSERVICESK9-M), Version
12.2(25)SEB, RELEASE SOFTWARE (fc1)
#sh errdisable flap-values
ErrDisable Reason Flaps Time (sec)
----------------- ------ ----------
pagp-flap 3 30
dtp-flap 3 30
link-flap 5 10

(config)#errdisable ?
  detect Error disable detection
  recovery Error disable recovery
