[c-nsp] PA-2FE-TX using both ports kills module

On my 7206VXR I could run either port. I could not run both at the same
time. See Bug CSCsb60945
The router would reload at random..
We got around this problem using 2 PA-FE-TX cards.

I've done testing JAE* cards behaviour for 7206VXR (2 NPE-400) and
7500 (VIP4-80, VIP2-40)
-- in 7200 card do fail if you run both port simultaneously.
-- in 7500 card work right for port 0 and do fail with port 1.
so we talk about the same cards :)
