[c-nsp] ATM/PPPoE - delivering DSL service - giving out static Ips

By no means I am discounting the pluses of using Radius, I am looking for a
quick thing to get Static Ips setup.  I am going to introduce Radius auth
services at a later date.  However, I maybe doing it sooner than planned if
I can't figure out a way to do static ips with local aaa.
