[c-nsp] Bootstrapping issue on sup720/6504

Flash card needs to be formatted under same router platform in order to
be seen by the router during boot procedure.
Flash card formatted under other platform may be o.k. to be read/write
during normail operation, but it won't be recognized by the router
during boot procedure.
