[c-nsp] Bootstrapping issue on sup720/6504

It depends on inter-operability between two platforms - the platform,
which was formatted, and the platform, which will be used.
But there is a great risk that the router may not boot from production
network.
Why should you risk for it?
I had several situations that the router didn't recognize the IOS image
during the boot while it is not formatted from same platform.
I guess it's up to you.

P.S. In some platform, if you have invalid IOS image in flash memory as
first file readable, it may not work, too.
For an example, if you have text file before IOS image in flash
disk/memory, it may not work.
