[c-nsp] PPPoE Session Limit?

I don't see any errors that I can tell that state that its hitting any
limit. Below is the latest "show ppp nego", "show vtemplate", and "debug
ppp error", which has information that I can't really decrypt well.
There where no session-limits, but I went ahead and added some high-number
ones, which didn't seem to help.
