[c-nsp] Pix ver 7.1

 We upgraded to 7.1.0 and it has a bug in it with active/standby
failover which would cause the standby unit to crash on vpn failover
traffic.  Upgraded to 7.1.2 and had an issue with the http inspect that
would cause web traffic to go really slow and also crash the primary
with a dispatch trace back.  We turned off http inspect and everything
has been good since then.
