We had a case for it:

The message %SYSTEM_CONTROLLER-3-EXCESSIVE_RESET is seen when the
MISTRAL ASIC is reset, usually because a bad hardware condition is detected.

We were asked for "debug mistral all", "show ibc" and "show eobc", but
in the end we had to RMA the sup720.
