[c-nsp] Link Status Not Transmitted, Another way to drop the interface/ route?

Are you using static routing or PBR here or something? Shouldn't the lack
of an IGP neighbour over the link take care
of the traffic?

Hi all,
I have a situation where we are provided with a Frame Relay service one
end
of a circuit, and ATM the other.
The problem I have is that no matter what, the ATM PVC always stays up,up,
and therefore when the Frame Relay end of the circuit goes down, we do not
see this and still try to route packets to them via this interface.
Unfortunately, we do not control the middle pathway between the two so
can't
correct the link status not being transmitted :(
Other than running something like BGP, or possibly even doing reachability
via SAA, is their a simpler way to achieve end to end status and drop a
route/ the interface if the criteria is not matched?
