[c-nsp] ibgp prefix advertisement

Hi,

you need iBGP session between 41.220.15.253 and 41.220.15.252. Due to
routing loop prevention in iBGP enviroment the CUSTODIST does not
(re)advertise prefixes learned from CUSTOACESS via iBGP to another iBGP
peer IXROUTER.
