[c-nsp] RTR/SAA on smaller platforms

Does anyone know if RTR/SAA (are they actually the same thing?) is
available on the 2621XM or Cat3560 platforms? The IOS feature
navigator rather suggests they should be, but I have the appropriate
versions of IOS installed and they don't seem to understand the 'ip
sla' commands.

Is there a specific featureset I should be looking at? I have Advanced
IP services currently and again the IOS feature navigator seems to
suggest this should at least support SAA/ICMP Echo.
