Well, it all depends on what you are doing with those packets, but we keep two 
DS3s and two full BGP sessions happy with a 3845 and a 5-minute load average of 
15%.  There's a moderate access list on the interfaces, but nothing fancy in the 
way of reflexive access lists or such.
