[c-nsp] Default SNMP engineID - MSFC running 12.1E Hybrid

Does anyone know if it's normal for a 6500 running hybrid code to come
up with a non-random snmp engineID?  I'm thinking it might be because
the MSFC doesn't have a MAC address to base one off of.  We're starting
to play around with SNMPv3, and this was causing our NMS system fits
until we figured out the issue.  Running 12.1(26)E3 and E4:
 
xxxx-U00-OR-01#sh snmp eng
Local SNMP engineID: 800000090300000021000000
Remote Engine ID          IP-addr    Port
xxxx-U00-OR-01#sh run | i engine
xxxx-U00-OR-01#
 
The 6500 sitting right next to this one had an identical engineID.
We're setting these manually now to be unique, but I couldn't find
anything in the docs about hybrid MSFCs having a default.  Are my
assumptions right?
