[c-nsp] GBIC is missing

I'm convinced I'm missing something obvious here.  This shouldn't be
hard.  I'm trying to connect a pair of 7204 NPE-G1's with PA-GE's w/ SX
GBIC's.  I've inserted the PA-GE cards and inserted the GBIC's, but all
I get is:

I've tried several GBIC's and tried a spare PA-GE card and get the same
thing every time.  What am I missing?
