[c-nsp] MPLS dies permanently after low mem condition

That I didn't try ... so, why doesn't IOS re-enable CEF automatically
once the low memory condition is over? With everything I tried, I know
free memory was well over 10Meg again at the time ... :/

I'll try to remember to try this in case it should occur again ...
