[c-nsp] GSR12008 Line card Errors

%RP-3-RETRY_DOWNLOAD : Begin attempt to start the linecard in slot [dec]

Explanation    The line card had repeatedly failed to come up. After waiting
a few minutes, another attempt is being made to bring the line card on line

I have reseated  card in slots 1,2 & 3 all with the same outcome..  This
card was working fine in  another GSR  running  Version 12.0(32)S4
The GSR card is having issues runs Version 12.0(32)S2

Any suggestions
