That is just to simulate different VPN customer end points for reachbility tests in examples.
Hope you are referring to the examples from Cisco site.

Does anyone know the purpose of using an additional Loopback interface (like
Loopback1) and associating that with a vrf? I see this in VRF-Lite example
configurations.
For example,
Router(config)# interface Loopback1
Router(config-if)# ip vrf forwarding v1
Router(config-if)# ip address 3.3.1.3 255.255.255.0
Router(config-if)# exit
