[c-nsp] SFP & GBIC module compatibility

This depends on the equipment. A lot of the more recent Cisco gear
(especially the fixed config L3 switches) only work with Cisco GBICs
which contain an EEPROM & security code. It depends on the specific
piece of kit.

we have found that Cicso SFP's must be used in Cisco's and Juniper's in
Juniper's. they will not work in each other at all. I have personaly
found this to be true. I have not tried either in any other vendors
equipment yet.

My experience is limited with a few modules that I found to work
cross-platforms without any issues. Would like to know your experiences.
