[c-nsp] excessive buffer overrun/ignored packets on GEIP+ interface

A copule of additional things:

a) How many pps are you switching through the GEIP+?
b) That board does not support flow control so I've seen that
   cause overruns if you have bursty traffic. A 65xx can put
   packets on the wire at GIG rates. The 75xx can't come close
   to handling packets at GIG rates.
