[c-nsp] SAA/RTR/SLA timing and tracked static routes

Sorry..long weekend and I thought this was an internal
support alias email I responded too.

The same response still applies though if you want to
open a TAC case. We are going to make this linkage between
object tracking and an IP SLA prove more intuitive and
configurable.
