[c-nsp] redback atm pvcs

not necessarily a cisco question but thought someone here might could help - 
im trying to add some pvc's to my redback sms500 and when i try to bind the 
pvc to an interface, i get "Unable to access circuit"

im at 1200 active subscribers and 3152 pvc's

the limit is supposed to be 4000 pvc's and 2000 connections according to the 
documentation.
