[c-nsp] Enabling PIM on loopback's in Anycast RP

I always enable it out of habit, but AFAIK it's not actually
necessary. I don't know of any recommendation one way or another.
I've cc'd a couple other Cisco folks who are probably more qualified
to make one ;)
