Assuming you're wanting to try other vendors, the new 3Com 5500 series
can be DC 
powered, and may suit your requirements. Should be cheaper than a 2950
anyway. 
Don't think they're NEBS compliant though.

I believe it has one of those intensely annoying 'almost-IOS-alike' 
configurations. :/
