Hi Ian,

 	On the 6500, the interface command 'switchport autostate exclude' 
allows you to control whether the SVI takes into account the state of a 
particular interface in determining whether the SVI should be up.  This doesn't 
seem to be available on our 3550s, but they're all running 12.1EA. You may have 
more luck in 12.2SEC; check the release notes or hunt through feature navigator 
to see if it's in there, or just test it out if you've got a lab switch.  It's
