I've seen that with a couple of customers. The interface counters
for SVIs simply aren't reliable (for multicast). The counters for
the physical interface(s) seemed to be OK.

You only seeing the router interface. Do you have a client that
actually joins the group? Otherwise the switch could be forwar-
ding the group to that VLAN, but not to the port that you've got
your tcpdump running on.
