[c-nsp] Distributing BW across dissimilarly sized links

Given a situation where a customer (AS #1) has 1 6 Mb/s Wireless Ethernet
link, and 1 T-1 1.5 Mb/s link into an ISP AS# with BGP sessions on both
links..

What's the most elegant way to load balance per flow (not per packet since
the 2 links have different latencies) into the ISP to take advantage of both
links simultaneously?
