[c-nsp] aux port reverse telnet broken in 12.2SB

We noticed that reverse telnet to port 2001 via the aux port of a 7301 is
broken in 12.2(28)SB2 - same config works fine under 12.3(19) - anyone else
seen this?  Or tried this on a 7200?
