[c-nsp] Broadcast forwarding on an FWSM

If you have a router in front of the FWSM, it'll work fine. The
FWSM won't know that the unicast is in fact ip helpered traffic
or a directed broadcast.

You can also configure dhcp relay on the FWSM itself (look up
'dhcprelay' in the docs).

I don't believe, however, that the FWSM will send a directed
broadcast as a link-level broadcast to one of it's own subnets.
