[c-nsp] NPE400 12.2(28)SB breaking POS STM1

Hi,
just tried to upgrade a 7206VXR NPE400 from 12.2(25)S8 to 12.2(28)SB.
Result: POS STM1 back-to-back link to a Juniper down (which worked fine
for more than a year on 12.2(25)S*:
POS1/0 is up, line protocol is down
