[c-nsp] WCCP Layer 2 redirection on 7206 does not work

12.2.18-S7 would imply that you have IOS 12.2 mainline.

WCCPv2 L2 redirection was added in 12.2T, thus is in 12.3 mainline (and
beyond).  it was also added to 12.0S and therefore 12.2S.

given your 7200 is in a service-provider environment, I'd suggest you
should look at 12.2S train.
