[c-nsp] CPUHOG log messages

Whenever you send a post with Tracebacks always include the
exact version you are running (just include a 'sh ver' snippet)
so that allows us to match it up. Just 12.3(11)T isn't enough
for us to map it to the right symbols file for an image.

For this one I got lucky on a search for bugs:

Externally found moderate defect: Resolved (R)
High CPU / CPUHOG messages at HC Counter Timers (fix for CSCsa68051)

Fixed in:

012.003(015.007) 012.004(002.011) 12.3(11)T07 12.3(14)T04 12.4(01b) 12.4(02)T01 12.4(02.11)T

Your migration path should be 12.4(latest) mainline now that it's bugfix
only and all the 12.3T thorrtles are end of life as far as rebuilds go.
