Yes, you could use a 3524XL as an encapsulation translator, since it does
both.  Just use "switchport trunk encapsulation dot1q" on the Netgear side
and "switchport trunk encapsulation isl" on the Cat1900 side.

The 2950 series only supports 802.1q.
